Yes, because the Kepler space telescope, the Hubble space telescope, the (soon to be launched) James Webb telescope, the moon landing, mars rover explorers, the LHC, etc.. etc... are not hands-on and are completely stagnant to our knowledge of the universe around us  ::)
The people working on these projects are the result of education, not necessarily American education, but education nonetheless.

Perhaps you should get your hands on a textbook, or at least use Google to find out the current HANDS ON research out there.

And as for new technologies, you understand that if we figure out how quantum physics allows us to have 2 particles become entangled, we can create a communication device that would allow us to communicate at a rate faster than that of the speed of light. Another theoretical discovery is anti-matter. It is theoretical today, but in the next 100 years we may harness it to create anti-matter engines which will allow us to explore other star systems or even galaxies!
Knowledge is not stagnant. Only people who don't know the current events of physics, astronomy, chemistry, mathematics and biology THINK that we are stagnant. At some point, electromagnetic fields were also a theory, but people like Tesla and Edison harnessed that power to make it a reality. This is exactly what is happening now except on a grander scale. If we still had to work with raw materials as Tesla did, we would be stuck in the pre-industrial era.
