I blame the lack of true enforcement, aka let the punishment fit the crime, on libtards and their bleeding fart ideology that feeeeeels rather than thinks. That feels the death penalty is too cruel, even when the perp issued one on their victim(s). That feels society failed the perp rather than the perp failed society. Libtards.
I was once a jurist on a murder trial and when all was said and done and the suspect was convicted of murder we were reminded that the death penalty was not an option because of lack of "special circumstances" (e.g., murder for financial gain being but one such special circumstance). I then posed this question to both the prosecution and defense.
