ISIS is just the next boogeyman to keep money flowing to the MIC and a justification for a military presence in the Middle East. Obama campaigned on getting the troops out of Iraq but that was an election ploy. The elites have no intention of giving up the strategic oil reserves in that country. Iraq's PM Al-Maliki wouldn't play ball since 2011 and ask the US to stay like he was supposed too. He was too busy playing to the Iraq citizens who wanted the US out after 10 years of horrific violence.
The US and Israel arm factions of middle east fighters through backdoor channels starting in 2012. Those fighters then play their role creating false flags in Syria and helping to oust the Iraq PM Al-Maliki. They do some gruesome terrorism stuff, YouTube it, make thunderous threats against the West (Allah, sharia law, Caliphate, yada yada yada). In comes the new PM Al-Albadi, an old Hussein guy from back when we were on good terms, and the first thing he does is beg the Western powers to come back.
John Kerry flew in to meet the new PM 24 hours after he was "legitimized" and made this speech, "The government of Iraq has invited the United States of America and asked for help. It has asked for help from the United States; it has asked for help from its neighbors, from other countries in the region. And under international law, when a country is invaded and a country invites somebody to come in and help them, we have every right in the world to respond to that request."
It's all just smoke and mirrors folks.
