CNN) -- One moment, a man reaches into his vehicle after a South Carolina trooper asked for his driver's license.

Seconds later, the trooper shoots him, and the man asks why. Days afterward, prosecutors aren't satisfied with the answer.

I felt really bad for the victim here.  Even when the moron cop called the ambulance in, he was not helping with first aid or anything.  He was just telling him to sit tight and wanted to argue about the seatbelt.

He deserves a long sentence.

everyone does that shows a real lack of intellect

there are a few bad ones

but most are just hardworking honest guys doing what is probably the worlds most thankless job

 But in this case its just not very comforting to have to deal with the law. Its very scary shit.

The neegul did rush into his car relatively quickly.

It "spooked" the officer.

He cant be charged with anything too serious, as there is a total lack of intent.

Should be fired. Poor training, poor judgement, poor suspect control.

My opinion is that there should be no jail time, as the officer clearly was NOT just looking to shoot someone. He got scared.

But surely when you tell someone said "get your licence" they are going to get their licence. He shot the guy for doing what he told him to do. If I asked someone to get their licence my common sense would expect me to see them reach for the glove box to retrieve papers.

Although I agree, I don't think the policeman was malicious, just paranoid and trigger happy and poorly trained and approach the whole situation from the wrong angle. The lack of compassion after was shocking though, he just shot and injured an innocent man.

Would love to be the neegul right now though......he's gona get a 7 figure settlement for a harmless bullet in the hip. That is a good return for his investment in my opinion.

That's why I said he panicked when the black kid was reaching fast to comply with the officer.(but he should be trained for that shit)

Oh absolutely. He was all the way wrong, but he wasnt malicious.


It said he had to shoot someone last year, he was prob still very shook up over that. I reckon his legal team will use that angle.

And yes. I would take a non life threatening bullet wound any time for a 7 figure pay day!

What do you think we should do when a cop asks for our id?  Reach for it and risk getting shot, or hesitate to get it and risk getting thrown to the ground and cuffed?

He was fired. Hope he lands in prison.

This is SC DPS director's statement:

    After my review of the facts surrounding this matter, I have determined that Mr. Groubert's actions rose to such an extent that his employment with us must be terminated. The facts of this case are disturbing to me, but I believe this case was an isolated incident in which Mr. Groubert reacted to a perceived threat where there was none. The department's Use of Force Policy makes clear that officers shall use "only the level of force necessary to accomplish lawful objectives" and that "the use of force must be discontinued when it becomes apparent to the officer that the force is no longer needed." That protocol was not followed in this case.

    Further, this incident occurred in broad daylight. Mr. Groubert had a clear and unobstructed view of Mr. Jones. While Mr. Groubert was within the law to stop Mr. Jones for a safety belt violation, the force administered in this case was unwarranted, inconsistent with how our troopers are trained, and clearly in violation of Department policies. These violations demonstrate behavior that deviates from SCDPS standards and cannot be tolerated.

    The Highway Patrol professionally makes around 750,000 traffic contacts per year. Our troopers are trained to protect the public we serve, and motorists' safety is paramount to us. Groubert's actions in this situation were contradictory to the outstanding training our troopers receive. This case has been thoroughly investigated by the State Law Enforcement Division and has been turned over to the Fifth Circuit Solicitor's Office for review and determination of any subsequent criminal charges. The SCDPS Office of Professional Responsibility's internal investigation of this case continues. Additionally, the trooper's in-car video is part of an ongoing criminal prosecution review and, therefore, will be released in coordination with Solicitor's Office. I want to thank the community for its patience as we continue our administrative investigation into this matter."

The officer should have been closer to the driver when he (the trooper) asked the driver for his license.

If the officer was closer, he could've watched the driver get the license.

The trooper was too far away, and he hit the panic-button when he couldn't see what the driver was doing inside the car.
