Considering he's well over 300 lbs in the offseason, I'd Shahriar "Minor Gunns" Kamali qualifies.

Prolly slightly under 20 inches, when he's at his most husky weight. What that means when he gets cut, is hard to say.

Slightly over 17 inches @ ?250?

Kamali has a great back though, outstanding thickness. Really awesome back. That's about it IMO.
