The place where you get attention really changes the whole situation.
Getting hit on at work? Bad
On the street? Bad
By an employee at a store? Bad
At a bar? Ok
At a club? Ok
At a party? Ok
Going to a social event implies that you'd like to socialize. When you're buying lemons or walking to the coffeeshop, THAT is not an invitation for a "Beautiful!" or "Dayum!"
So, now there must be an "invite"? Some women will take offense to the "Beautiful" or "Dayum", some women may not, depends on the context and individual. You have the women who go home or post on FB or instagram/twitter, "I was killin' them in these heels today."
Opportunity only knocks once. You may just like the way the man looks on the street and start talking.
See, there is this problem, women want to dictate the time and place, and who can say what and at what time, and expect men to know. And if all men kept their mouths shut and didn't try to talk to you, then you wonder what is wrong with the men.
Men have it harder when it comes to certain things and you proved it. Men need opportunity, yet you want to limit the opportunity, and so when men have a chance to take it, women get annoyed.
"Oh, you're attractive, so YOU can talk to me now...."
"Oh, you have bad shoes, so you can't talk to me..."
