That is completely relative to who you are talking to.

To many people they're black. (ie belong to a race/nation that are blackies).

To someone who thinks "We are All One", they are certainly not black at all, does not have any black in them, but are merely humans, since all humans do not need any more classifications.

We are all of one race but variations on that theme.  The race?  Human.  We can and do have children with one another so our DNA is compatible.
