And it's really annoying.  I often find I'm sitting in my work van sweating because my female work partner is constantly cold and needs the heat cranked all the way up.  This has been a life long experience as my mom and sister were the same way.  What's the deal?

The qoutient between volume and surface area grows as 1/r, i.e. inversely proportional to the radius. Since females are on average smaller, they will have on average a larger surface area compared to their volume. Hence, they are more exposed/affected to external temperatures thus they will generally feel colder.

Fermi knows what's up. While women have a smaller volume, we have a proportionately higher surface area (more skin per bodyweight) than men, exposing us to the environment and cooling us off more rapidly. I hope that's a better explanation  ???

But yeah. If you knew what it was like to be cold all the time, you'd complain too. Discomfort 24/7. Being hot is uncomfortable and makes you thirsty, but being cold is slightly painful.
