A detailed analysis consisting of hundreds of man hours, lots of MISIS computer park, and the purchased of several hundred IPADS of school construction bond money was used to calculate the 46 second point in which the though process of actually writing something more than 'Oh Yeah' or 'You got it' is needed.
However, MISIS turned out to be non-functional and needed another 60 million to make it work (although the original budget was 24 million). The IPADS turned out to have only a shelf life of 3 years and used for gaming purposes only instead of eduction, and thus the contract needed to be cancelled, although the 'school software' on it still will cost the cash strapped LAUSD $150 each, even though it wont get used.
So I agree with you, with all this extra help, the increased thought process here is now back down to 44 seconds.
