Rosbo's upper body was insane but his legs not.
There are not many pics showing his legs/entire physique.

His quads looked pretty good from the front. But in side poses they looked undersized. I think his lack of hams and calves is what rmade his lower body look so far behind his upper body. Plus the fact that his upper body was truly exceptional.

Kind of like Kal Szkalak. Rosbo's legs may have been better than Kal's though. But both had a lack of hamstring and their quads really weren't too bad.
