WASHINGTON — Efforts to quash a filibuster on a Sen. John Cornyn-authored bill to combat human trafficking failed Tuesday morning when Republicans couldn’t muster the 60 votes needed.

Cornyn called the bill “one of the rare islands of bipartisan comity and cooperation and collaboration that we’ve seen in recent times.” And he called the effort to overcome the filibuster a vote for the heart and soul of the Senate.

Four Democrats broke ranks and sided with Republicans. Senate Majority Leader Mitch McConnell, R-Ky., has vowed to delay confirmation of Loretta Lynch, nominee to replace Attorney General Eric Holder, until the impasse ends.

The bill was expected to pass handily as recently as last Monday, before Senate Democrats discovered language that bars funding for abortion except in cases of rape or incest, or when the mother’s life is in danger.
