They aren't just walking down the street protesting.  They are actively calling for the execution of random police officers.  The intention being to incite violence.   You might find that acceptable but most people don't

A race war would last all of two minutes.  They don't want a war.  When the majority of your population is supported by the government it's not in your interest to cut off the resources. Those not killed by a bullet would die of starvation and disease from unsanitary conditions in six months. What ever happened to be left would collapse from lack of organization.
