When you work in corrections, that's the way its always been.  When I worked a pod which usually had around 130 people, there was just one other person although a lot of times, I've had to run it by myself for 8-16 hours.

We don't know the race of the inmates. Those pics might be used to give credence to the story . For safety reasons, I don't that they would release pics of the inmates.
