I like Cruz, I think he's the best GOPer out there... but I think he shouldn't speak authoritatively on a topic until he's at least read the WIKI page on it.   Sentence #2 of the WIKI page clearly defines the authors, and it's nothing to do with the federal govt.

Can Cruz “make DC listen”? It will be particularly hard since Common Core is not, in fact, a federal law.

The Common Core State Standards Initiative, known as Common Core, was developed by the states — with input from teachers, education experts and business leaders — and has been voluntarily adopted by 43 states and the District Of Columbia. Notably, “the federal government played no role in creating the standards, nor did it require that states adopt them.”

Who is behind Common Core?

Its the CCSSO, and where does the CCSSO get some of its funding?  The Federal Government!

Federal Tax Sponsorship
CCSSO receives tax money from more than state dues. It receives millions from the U.S. Department of Education.

“Approximately 13% and 33% of the Council’s revenue and 25% and 34% of accounts receivable were provided by U.S. Department of Education grants or contracts for fiscal years 2011 and 2010, respectively,” the nonprofit’s 2010-2011 financial statement reads.

Applying the 2011 percentage to that year’s revenues yields an estimated $3,450,930 in CCSSO revenue from the federal government, just in that year. In 2011, $558,000 came from the 2009 stimulus bill for CCSSO’s involvement with one of two networks creating new tests to fit the standards.

In 2010, the U.S. Department of Education granted those two networks $330 million in stimulus funds. This action, more than any other, led conservative supporters of the Common Core to complain of federal interference in education, a constitutionally protected state function.

The Common Core State Standard Initiative is part of the larger Race to the Top educational policy announced by President Barack Obama and Education Secretary Arne Duncan in 2009. It seeks to implement new Common Core educational benchmarks to replace varying educational standards from state to state by awarding grants to states that comply with the initiative. The standards have been adopted by 45 states and the District of Columbia.

Forty-five of the fifty states in the United States are members of the Common Core State Standards Initiative. States were given an incentive to adopt the Common Core Standards through the competitive federal Race to the Top grants to the tune of $4.35 billion from the Recovery Act. President Obama and Secretary of Education Arne Duncan announced Race to the Top competitive grants on July 24, 2009, as the carrot.

The federal government has made money and waivers conditional on using Common Core standards and tests.

WAS THE FEDERAL GOVERNMENT “HANDS-OFF” THE STATES’ ADOPTION OF COMMON CORE?

No.  Secretary Duncan announced and praised the release of the standards in 2010.  He bribed states using Race to the Top grant money.  He contracted with the testing groups to micromanage the Common Core tests, in exchange for federal grant money.

DID THE FEDERAL GOVERNMENT BRIBE STATES TO ADOPT COMMON CORE?

Yes. States received federal ARRA money to implement pre-common core reforms that paved the way for Common Core, including building a State Longitudinal Database System.  There were 4 federal key objectives for education reforms  laid out by President Obama which were the four conditions for receiving stimulus monies.  Federally defined common standards and tests were one of the conditions.

More evidence of bribery and coercion can be seen in the timing of a majority of the states’ adopting Common Core simultaneously with the Race to the Top money lure. And recently, a group of U.S. Senators have denounced what the Executive Branch (Obama Administration) has done in coercing states with  Common Core bribes.
