I'm sure this question has been asked countless times and I don't think there has even been an obvious solution. It'd be great to use the Mr. Olympias as examples but in my opinion the best man has not always won for whatever reason(s) but that's another story. I remember an interview I saw on youtube with Rick Drasin, he had Joe Weider on as a guest and even Joe stated he didn't like the direction men's bodybuilding was going. I don't remember Joe ever actually saying it or printing it but I'm guessing Joe's favorite physique all time is probably Arnold. And the IFBB Rulebook here:

In assessing prejudging, overall shape and that of the various muscle groups is
important. The judge should favour competitors with a harmonious, classical physique.
The judge should look for good posture and athletic bearing, correct anatomical
structure (including body framework, broad shoulders, high chest, correct spinal curves,
limbs and trunk in good proportion, straight legs, not bandy or knock- kneed).
The judge should also look for good skin tone with an absence of surgical or other
scars, spots, acne or tattoos, which the IFBB considers as a skin blemish, tidily dressed
hair, well-shaped feet, and toes. When having difficulty in placing two or more
competitors who seem to be on the same level, the judge should look for faults in those
aspects listed above which will help to differentiate among the competitors.

"A Harmonious, classical physique". This disqualifies about 90% of the IFBB Pros including the 212 guys. And just about all of the top 10 from the Mr. Olympia since Shawn Ray retired in 01 (correction, Cedric McMillan). This includes Ronnie, Jay, Dorian, Phil at his higher weight, Jay. My point is, shit is fucked up and it's been fucked up for a while. There is a very good rulebook that just needs to be adhered to that the head of IFBB could direct everyone to follow to the "t" or get fired. So there is a solution. Anyway, keeping Joe's dream alive I would imagine he would want a guy like Cedric McMillian (in shape of course) to have the ideal physique to day. He'd be a modern day Arnold. He's big but he looks athletic. He has great proportion and structure. He's not grotesque to the eye. For other examples I'd go Lee Haney, Flex Wheeler and for shorter guys, Danny Padilla and Shawn Ray. For White guys Arnold, Bob Paris. They don't have to look like these guys but you have an example how the physique should look. Notice, No Ronnie. No Dorian. Not at their heavier weights no. Guts should be grounds for DQ, as should suspicious lumps and bumps upon conclusion of investigation. There should be a balance of muscularity, shape, conditioning and presentation. Not size and conditioning.
Based on the IFBB Rules with the Harmonious and classical Physiques, It's really an open and closed case it's all about the Arnolds, Haneys, Wheelers , Rays, Paris and Labradas of the world. Giving these examples leaves it open to many kind of physiques with a certain look vs. ideal physique and he that expresses everything encompassing that look and presentation the best, wins the show. While it wont eliminate drugs the ideal look, ultimately alters the drug regime so drug use can be controlled by changing the look. Change the look, the drug use changes.
