Not dumb - ANGRY.

Cops get angy like everyone else, but some lack the ability to not PUNISH a person who has pissed them off. We all have to resist punching someone in the face daily, right? Even if it's just the fat man farting in line in front of us at 7-11. But some people feel they won't get in trouble for talking shit, pushing people, etc. Cops feel like that. The cop KNEW he could casually toss the tazer on the dead body, and his partner would back him up 100% on the story. Zero hesitation. One wonders if they've done this kinda thing before.

They think it's the Shield... just plant a gun on him.... cops' word agaisnt a dead man.

It's pathetic - and the PARTNER should be prosecuted also. THAT is how this shit stops... not when you lock up desperate cops that do desperate shit...but when you lock up the cops that see it and don't report the crime. Cops are viewed as rats for FOLLOWING THE FUCKING LAW and reporting when they see other cops commit crimes. WTF is that? imagine that in other parts of life.
