You hear the cop running after Scott, then the cop says "stop or ill use the taser"!

Then you hear the cop following protocol by saying "Taser!, Taser!, Taser!" three times as he attempted to fire it.

who knows what transpired from that point, to the moment that the cop decided to pump 8 into a running Scott's back.

Trying to run has to be the worst thing a person can do.  I think it triggers the officer's fight or flight instincts, and makes them think the person running could be a dangerous criminal.

In my opinion, shooting a fleeing man 8 times, and allegedly planting the taser closer to Scott's body deserves punishment on it's own.

Officers on this forum have said that cops are trained to end a threat, not shoot to wound, if the situation is deemed severe enough.

The cop has to be able to "turn off" the kill mode when the "deadly threat" is no longer present.

Even if the guy pointed a gun at the cop, and dropped it an ran, he can't waste him.

I once had the tail light in my XC90 broken for a full year until I had enough time to go and fix it.

i got one of those about 4 years ago, cost me a total of about $180 once i left the court house , missed day of work, light bulb, getting a fucking asshole CHP officer to sign it, pay the fine , i would of booked too

No, he was definitely getting arrested. The cop would have pulled up the fact that he had an outstanding warrant.

Cops will tell you that they don't shoot "to wound".  But I agree with your second sentence.

The cops decision making was terrible. Scott's decision making was terrible.
