Seemed like a good idea to me. Most of the cops don't mind being filmed. There are cameras in the cars of many of the units and body cams on officers. Where that bill originated from was there are groups of people who are members of anti cop groups that like to interject themselves into police calls in order to get arise from the officers. They are a distraction and at times a hazard. Their goal is to get arrested so they don't mind getting in the cops faces. The other group are the open carry fanatics that like to carry AR-15's slung over their shoulders and interject themselves into situations as well. The bill was designed to make sure citizens could still record an event, but at a safe distance for them and the cops.  The bill got dropped when CLEAT the largest police union in Texas didn't support it.
