A 190-210 lbs lean tall man with 15 inch arms may be closer to what is the avarage preference though

A 250 lbs man is probably not so close to what women prefer but there are those who are attracted to extremes just like some men are attracted to extremes in women(huge asses etc.). But it all mostly comes down to facial aesthetics and personality anyways and also having a good income to provide for them and their offspring. Cock size is Another important factor also.
