As someone who was born in the area, and have family/friends who work/live down there (my mother works at Hopkins, sister lives down there, etc.), I'm truly sad and embarrassed for that city. It's a damn shame. Hopefully they get this shit under control soon. There are good people that live there, believe it or not. And there are some really cool places there. Unfortunately you have the bad neighborhoods and scumbags as well. And this has not been handled well at all.
