that dam green IRS card wtf do i do with it

I put my name adress and+4 but they keep sending it back its a fucking stupid card department of revenue

I wasn't sure what a green IRS card was so I tried to look it up. Seems as if there is no such thing. There is a Green Card, which allows legal immigrants and aliens to live and work in the U.S.. Since Marty is neither of an immigrant or an alien (as far as we know), I cannot fathom what he is talking about, as usual.
