The urban areas will burn the hottest and brightest come The Fall. Very few will escape; only the luckiest and (unfortunately) the strongest. The latter will take a while to hunt down.
I understand your rationale and the root cause of the drive behind it....but such drastic measures are unsustainable long term, also it is near impossible predicting where and how the final outcome may be. This may prove impossible to control as well which could beankrupt the healthy society.
Nothing beats long term stragic thinking where no one even knows there was a purposeful decision making behind the scenes orchestrating a certain outcome.
I have some ideas that could rid a society of their sub human class within 20 years.
