He does regular leg presses earlier in the video. That portion was to specifically show what partial leg presses would look like. He does this on many exercises in the video.

I doubt a lot of people would be his size on the juice. He has good genetics for size, or at least for size while on the juice. If it was so easy to be his size, a lot more people would be his size in the pros - there are very few.
