thanks for using the help function. I see you "have no idea what this even meant", referring to a singular event. After scanning the OP post your question appears non-sensical. However, we will assume you meant "means" as it is an on-going thing no confined to a particular locale or temporal point. Hit 1 if you are unsure what the former sentence is implying.
240 is highlighting a form of warfare called drone strikes, this is a automated weapon capable of long distance/discreet engagement. Obama has used many of these attacks, which would appear logical, than previous administrations, including right wing potus's. Previously, specifically in Iraq many lives were lost due to man to man combat, Obama appears to have an iq above 100 and realizes that risking american lives should be the absolute last resort, instead of pretending they are soldier figurines intended for personal consumption. Obama has also been criticized for being a limp dicked president, however, the number of drone strikes indicate a spurious correlation. Hit 2 if you are unsure of some particular words used above.
