They say armour but unless you feel it you have no idea. I wear a plate carrier on the range if I'm firing my AR. It has all the mag pouches but no plates. They could be wearing plateless carriers or mag vests. Its a soft target with plenty of people to kill..maybe they thought they could get to major roadways easy....a lot of reasons.

WITHIN the same building is a large conference room that was rented out for a christmas party.
Some dude at the party got up and left....he returned a short time later with 2 other dudes and they started shooting.
Heard the party was for local officials...city/county workers
