What has to happen for the US to declare that this was an act of Islamic Terror?

(CNN)[Breaking news update at 10:24 a.m. ET]

As the San Bernardino attack was happening, investigators believe the female shooter, Tashfeen Malik, posted on Facebook, pledging allegiance to ISIS leader Abu Bakr al-Baghdadi, three U.S. officials familiar with the investigation told CNN.

The posting was by Malik made on an account with a different name, according to one U.S. official. The officials did not explain how they knew Malik made the post.

Workplace violence, nothing more.  They were probably just feeling excluded from all the Christmas cheer.

I'm pretty sure this was actually some white persons fault.  Maybe all white people's fault.  Because racism.

They could certainly have two Facebooks, etc...., and it not be some Alex Jones - esque conspracy  ::).

A good Muslim account where they are "peaceful" muzzies, that they use for work, infidel friends, etc....

and

A naughty Muslim account under different names, on burner electronics, etc.... that they use for plotting, etc....  If someone gets to close to it in the plotting stage they just ditch it. No fuss, no muss.
