The kid tells the man that his tire is flat and to go to the gas station to put air in the tires. He rides around the vehicle, as soon as the guy gets out, he's in the car. And he probably hangs around the area. Kid just needs to be sent away to military school.

I am willing to bet that his parents/parent is one of those "I don't know what do with him" types. Or the "he's not really that bad". 20 arrests by the time you are 12?

I dunno man. I would have to know what has punishment had been previously to know for sure, but you would be surprised how a good ass kicking will change a kid.

Worked in my house.

My siblings and I swear by them. My mom wasn't raising "heathens" as she put it and kicked our asses.

We still tell stories about some of the more infamous beatings we got. As my brother says, my mom had a passion for beating us when we needed it.
