Reagan didn't go to jail over Iran Contra.
Bush didn't go to jail over false information to go to war.
Bill Clinton didn't go to jail over white water.
Nixon didn't go to jail over watergate.
Patreus didn't go for leaking secrets.

High ups in the federal government don't go to jail over anything.

Petraeus was convicted of a crime. The only reason he didn't go to jail is he agreed to a plea bargain.

That's a war crime.
