Death penalty.
At that age, the brain is extremely plastic. It can bounce back from trauma, like no other developmental period. However, with head trauma this bad, even if the baby recovers, I suspect that he/she will have a lifetime of problems. There's a good chance that this baby will have some form of cognitive/emotional/behavioral problems later in life. Very sad,
