Again, from an outside perspective - non-British, non-Irish, non-Catholic, non-Protestant - it looked like soldiers, who came from somewhere else, stringing out barbed wire across the northern part of Ireland and holding a gunpoint vote.
Someone actually interested in peace would have closed up shop and gone home, then invited the Irish to vote about whether or not to invite them back. Since they're so confident that's what the Irish really want, after all. That'd be what someone more interested in peace than in whitewashing a continued occupation would have done, no?
