I'm glad you asked.    I'd use the PUBLIC to investigate.   If a person is traveling to saudi arabia twice and attends shady mosque and looks to be a threat in 2013 and 2014 as this cat was, then put his ass on BLAST.   Make it so EVERY employer - particularly the security firm that hired his ass - KNOWS that he's been overseas and is likely a bad guy.  

Make the list public, with addresses.  Sure, you'll have some hate going on, but if the person is legal with nothing to hide, he can state that publicly as part of the record.  Make polygraphs a part of it.   If a person can pass bi-annual polygraphs saying he's not working for any terror goals, you post that too.   But you make that shit public.   That's one idea, and I can do more if you're interested.

Seriously, that is exactly what happened.  Not a word of it could stand under direct scrutiny, of course.  It appears to have been a coup of sorts, where a great deal of power went into an unknown, unquestionable force that is beyond reach of the public.  It circumvented democracy on every level, and that fact should scare the shit out of everyone.
