The BoE were going to increase interest rates next year, from its current historical low of 0.50%. The Fed has also had to put hiking interest rates till at least next year due to Brexit.

UK economic growth is forecast to decrease while real wages are now lower due to a weakened and projected to weaken further currency. Imported products will now also cost more.

The UK is now facing the possibility of stagflation; rising inflation and low economic growth.

The Pound is now behaving like an EM currency in terms of volatility.

to answer your question, the term "racist" is from the linked article but I gather it would be interpreted as an example of implicit racism vs explicit racism. technically a smart idea given that certain explicit racist expressions will cause you to be arrested in many countries.
