You could be right. Portland is a bike riding town with bike paths/lanes everywhere. There is even a dedicated bridge across the Willamette river for bicyclist and pedestrians. Most all bridges have bike lanes here.

On the other hand, Oregon has the highest percentage of incarcerated African Americans in the country. That's sad, considering it is also one of the whitest states in the country....topping the bottom 10 states at 2.01%.
