Surveillance video shows an angry motorist “punching the s–t” out of an off-duty cop through a car window before the officer fatally shot him, the owner of a nearby store said Wednesday.

The owner of Touch of Glass on Atlantic Avenue in Brooklyn said he plans to give his store video to the NYPD. It shows 37-year-old Delrawn Small get out of his car at the traffic light at the intersection of Atlantic Avenue and Bradford Street and charge Officer Wayne Isaacs’ car — two cars ahead — the store owner said.

Small’s girlfriend Zaquanna Albert, 35, can be seen trying to hold her man back, but he could not be restrained as their 5-month-old son and one of Albert’s teenage daughters sat in the car.

Small pummeled Isaacs, 37, through his open driver’s-side window with “big haymaker” punches before the flash of gunfire can be seen in the video, said the business owner.

“The video shows the guy coming out of his f–king car, running up to [the cop’s] car, going in the driver’s-side window and just punching the s–t of this poor cop. Then all of a sudden you see sparks,” the owner said, adding that the next image is of Small hitting the pavement.

He added that Small “was wailing on [Isaacs’] face, like ‘pow, pow!’ He was looking to knock this guy out, punching and punching. Maybe four punches.


“It was big haymakers.”

Small’s girlfriend initially told police investigators that Isaacs exited his car and opened fire on Small, but police sources rejected that narrative.

Isaacs, who was heading home after a 4 p.m.-to-midnight shift in the 79th Precinct in Bedford-Stuyvesant, pulled out his service weapon from underneath his white T-shirt and blasted Small once in the head and once in the chest after the pummeling, sources said.

Small, an ex-con who has a lengthy rap sheet with 19 prior arrests, died at the scene.

Police sources told The Post that investigators have already recovered surveillance footage from a different, less visible vantage point that shows Small get out of his car and lean into Isaacs’ driver’s-side window before Small can be seen collapsing to the ground.

Family members of the slain dad told The Post on Tuesday that if Isaacs, a three-year veteran, is not charged for the killing of Small, they’ll “hunt him down” themselves.

Sources said cops will be posted outside Isaacs’ home for security.

At a vigil for Small on Atlantic Avenue on Wednesday night, the slain man’s brother said it didn’t matter if Small threw the first punch.

“At the end of the day, all that matters to me is that he got shot by a cop for no reason,” :o Victor Dempsey said.

The NYPD is investigating the fatal shooting along with the state Attorney General’s Office.

Makes perfect sense. Do you actually believe that REPEATEDLY punching someone IN THE FACE could never result in serious injury or death?

It really doesn't matter what you or I think, if the cop felt his life was in danger, then he had every right to protect his life INCLUDING SHOOTING THE ATTACKER DEAD.

Seriously?  Cops can hide behind that bullshit all day long.  Oh I felt my life was in danger, so I shot him.  That's bullshit..the guy is using his fists, he doesn't have a deadly weapon.  Don't be a pussy, learn how to defend yourself some other way besides shooting someone dead.   The problem I see with a lot of cops is, they are out of shape slobs, weak, and couldn't whip their way out of a wet paper bag, so they probably do feel their lives are in danger..So the first threat they feel, oh shit, get out the gun.  Of course a lot of them are the nerds from high school that were picked on, never had any friends, etc.  So now they're going to show everyone who's boss, and who has some power.

Seriously? You think that fists can't cause any serious injury or even death? There are well documented cases of people getting killed because the attacker keeps punching after their victim has been rendered unconscious from blows to the head. Hell, one punch could be enough if the victim's head hits something hard enough after being struck.

This is a justified shooting. Plain and simple.

If you carry a weapon and someone is attacking you, you better use that weapon or the assailant will take that weapon from you and use it on you.

This guy should have attempted to exit his vehicle (likely while wearing a seat belt) while taking shots?! And if he could successfully manage to exit the car, after eating a barrage of punches, square off with the nut and take his chances (being most probably dazed and injured by this point)?

There is always someone out there who will be capable of kicking your ass regardless of who you are. Many are easily capable of killing with their fists and many people have died or been seriously hurt in fights.
No one has the right to throw punches at someone and not expect to deal with the consequences. The cop was within his rights to use lethal force.

two robbers broke into a home in northampton pa.. they attacked the guys' son living in the basement...son pulled out a machete and chopped one of the robbers hands off..long story short robbers left empty handed....... true story. moral to the story don't mess with a cellar sweller, they have nothing to lose.

I'd like to see how the guys on this board would react if they had a gun on them and someone was beating the shit out of them. Would they just take it or pull the trigger? All you have to do is put a gun with blanks in someones hands and bend their finger back until they couldn't take the pain. Shots would be fired.

Video surfaces of NYPD cop’s road-rage shooting

An off-duty NYPD cop waited exactly one second before gunning down another driver in a Brooklyn road rage incident on Monday.

Exclusive video obtained by The Post shows the moment that Officer Wayne Isaacs fired two shots through his car window at Delrawn Small, who collapsed and died in the street.

The NYPD and the Attorney General’s office are investigating the shooting, which the victim’s family said is a clear case of excessive force.

The footage, captured at the intersection of Atlantic Avenue and Bradford Street just after midnight, shows Small, 37, cross two lanes of traffic to reach Isaacs’ car.

He barely has time to look the cop in the eye or even utter a word before Isaacs opens fire, causing him to stagger backward.

He stumbles to the ground, gets up for a moment — and then collapses again for good.

Isaacs, meanwhile, lurches his car forward a few feet before slamming on the brakes and getting out. He appears to tuck the gun into his waistband as he walks over toward Small.

Isaacs looks in the direction of the dying man, pausing for a few moments near his body, before returning to his vehicle.

He is then seen pacing around and talking on the phone. Sources have said he called 911.

Small’s girlfriend Zaquanna Albert, 35, then pulls the man’s car across the street before frantically running toward the scene.

That’s when the footage cuts off.

Police sources said Small’s temper flared when he thought Isaac cut him off as they were driving down Atlantic Avenue. Small followed the cop in his unmarked car for several blocks before getting out at the traffic light to confront him.

Albert told investigators that she begged Small, who’d had three drinks at a barbecue they’d just left, not to get out.

Isaacs, who has since been put on administrative duty, was on his way home after a shift in the 79th Precinct in Bedford-Stuyvesant. He used his service weapon to shoot Small in the head and chest, police sources have said.

Small’s brother, Victor Dempsey, said the video shows he was “point-blank murdered.”
 “Now that I saw that video, I’m outraged,” he said at a press conference Friday night at the shooting scene. “It’s time for us to get justice on it. Everything they told us from the very ­beginning is a lie.”

Victoria Davis, Small’s sister, said watching the video was difficult. “Him stumbling, and even when the officer got out of the car, he didn’t seem to have any care,” she said.

“He just put his gun away.”

Albert’s mom said the video proves the cop never gave her son a chance.

“You can see that the police officer was very aggressive,” she told The Post. “He killed my son-in-law. And you know what, that is wrong. My son-in-law did not do anything wrong.”

She railed against the NYPD, and said her church plans to protest in “a peaceful way.”

“My grandson who is four months old is not going to be able to have a father to bring him up,” she cried.

Brooklyn Assemblyman Charles Barron insisted “things can get out of control” if the attorney general doesn’t bring charges against the cop.

“We won’t have any next steps to tell our people to even bother with this system,” he said. “People will take matters into their own hands because they won’t have any other alternative.”

The family’s lawyer, Roger Wareham, said it confirms that the shooting was a “cold-blooded murder.”

“From what it shows, there was no threat to the cop. Deadly force was not justified,” he said. “Delrawn looks in, then he’s falling down, in an instant.”

Wareham insisted the cop’s behavior after the shooting shows he had “total disdain” for Small.

“After he shoots him, and after Delrawn falls to the ground, the cop just casually gets out of his car. There’s no urgency, no attitude like, ‘I need to get help for this person.’”

The footage contradicts the claims of the owner of a nearby building who had insisted the angry motorist could be seen on video “punching the s–t” out of Isaacs after breaking free from Albert’s grasp.

Attorney General Schneiderman said in a statement, “I am committed to conducting a full, fair and independent investigation of this tragedy, and will follow the facts and evidence—including this video evidence—wherever they lead.”

The NYPD declined to comment.

Loo at how many people die from " Hands , fists , feet " per year. ( much more than AR15s or any ' assault rifles ' ) They are weapons and can kill. People have a right to defend themselves. If the guy did punch the cop the cop has the right to defend himself. That's why guns are an equalizer because a 5'0" women who weighs 100lbs being attacked can stop a 6'4" guy who weighs 275lbs.
