there was a carnival / parade or some shit, so there was loud music going on, The truck came from the back side of people it looks like , he drove for over a mile plowing down people

It's Bastille Day, so lots of folks on the street, it sorta looked like Mardi Gras here it the States in terms of volume. From some of of the video, he was waiting for people to tangle up in big groups, then he'd speed through, and by the time they knew what hit them, the was down the road.

Lucky the poor undernourished migrant driver was so incompetent. Think about it he could of killed hundreds upon hundreds if he was going +60 mph..would of been hard to stop that truck.. he could of destroyed everything on the side walks.

1) there will be some snapchats still on loop with footage arriving until the truck literally knocked it out of their hands

2) surely some folks were swiping pokemons and wouldn't look up to see the oncoming vehicle.

He was going that fast and went on for over a mile. He had a pretty good arsenal in the truck and was shooting as he drove. I guess they got him before he got the the grenades etc.
