I wish you luck, but I doubt there is a market for people to pay money to vote. It might work though, maybe you've done research.

Maybe look at placing ads in the emails/pages? Seems like a better option..

Hybrid is a great idea

Personally I think you're better off going with free from the start, build up a userbase and then offer the subscription to take the ads out. Its a very successful model.

That way if you're doing a good thing you'll have a dedicated community to support you. People generally like to support admins if they are known as heros. You just won't get that reputation if you are perceived as "in it for the money" from the start.

If you start with pay for subscription you may never build up any body of users. That would be my concern.
