Phil has great arms and full muscle bellies. His legs are also well developed. The problem is when looking at the total picture his structural flaws are too apparent. Everyone jokes about his narrow clavicles however it is a major flaw. Arnold was superior in every way because his structure was just so much better and aesthetic. Arnold looked wider even though he carried less mass than Heath.

i remember shawn ray saying he purposely undertrained his legs his entire career because they could easily get too big for his body. 

Phil just builds every muscle group to its max, regardless of symmetry.  And the judging standards reward it, so it will not change.  The top 2-4 are the biggest.   it's a mass sport.  When lean, perfectly symmetrical guys start winning, phil will scale down 15 pounds and try that.  But as long as he's winning, why change a thing?
