Did you miss the part where Scott should never have had a gun in the first place due to the fact that he was a convicted felon who shot 10 times at someone in the past? 
Cops are not judge and jury. The cops can only respond to the immediate threat. There does not appear to have been an immediate threat. If he was not a POC, the cops would have deescalated the situation.
How you view all of this, the use of force by police, BLM, but also illegal immigration, Muslims, LGBT, really all bigotry, comes down to whether you see these others as people or as less than human.
There are bad people out there who do bad things. They need to be dealt with. Arrested, tried, and if convicted, sent to prison. The police only have the right to arrest you. If they can't do that without kill people, then they shouldn't be cops.
The right use to be big on seeing the government as jack-booted thugs ready to oppress the rights of a free people. For them this tyranny must be fought at all costs . Today, with the alt-right, that may still be true, but only if you're white. (and sometimes only if you're a white heterosexual christian male)
