Yes, and in addition to that, it says nothing about those that are effectively bankrupt but never file.  You can charge up a lot off debt and just forget about it and not pay.  Banks eventually sell the debt to collections agencies.  The collections agencies may come after you but if you don't have wages to garnish or any assets, what can they really do to you?  Why pay several hundred dollars to a lawyer or document preparer when there is no real benefit.
