It's her. She was in her early 20's and her name was Betty Brosmer. She was a model (obviously) and hot as fuck up to her early/mid 30's (beach pics with Arnold, Frank Zane and Dave Draper). Joe was 16 years older than her. They were both Jewish and he obviously had a shit ton of money and influence when they met.

In later years like the 1980's she was horribly air brushed. Everytime you saw a pic of her she had that very soft glow going on with her. Always had her waist cinched.
