"President Vladimir Putin on Friday made Steven Seagal’s Russian citizenship official by personally handing him a newly minted passport.

Earlier this month, Putin awarded the 64-year-old action star his citizenship by way of presidential decree, thanks in part to their mutual love of martial arts.

“I want to congratulate you and express the hope that this is another, albeit small, gesture and it might be a sign of the gradual normalization of relations between our countries,” the Russian president told Seagal during the televised exchange.

The actor, who now has dual citizenship, thanked Putin in Russian for the passport and called it a “great honor.”

I have all the time thought this is part of the reason the Putin administration took firm stance against teaching homosexuality in Russian elementary schools (which was allowed by Yeltsin in the 90s). And it is already bearing fruit: Russia has been having natural population growth in past few years for the first time since the USSR downfall.
Remember, homosexuality is not banned in Russia. There are perfectly legal and open gay clubs in Moscow. Only the promotion of gay to minors is banned.

There are many people with KGB background in Russian governmental functions these days.
