US jails and prisons are for-profit, they have no problem with railroading recreational drug users through the system to hit them with fines and other bullshit because it is big business. It also costs too much to treat addicts, this is why they leave people to detox and are getting sued left and right for people dying from withdrawal while in jail. This happened not too far from me:
I know someone who was a heroin addict for several years and he couldn't get properly detoxed anywhere without paying a huge out of pocket cost. If you know anybody who has ever been a serious addict, when they hit the point of wanting help, extra money is the last thing they have.
Life choices and all that. You dance with the devil, you take your chances. When shit hits the fan, you get what you get. No one's responsible for another's extremely poor life choices.
Contrary to the horseshit yammering, a human is NOT of any particular value. Not to folks outside his close circle, anyway. The snowflake idea is a myth.
