Not flexed and probably straight on sides, he probably had 17 inchers.
Many said Ali was a perfect specimen, sight to be seen in his prime, and Liston was said to have enormous muscularity for a boxer (this picture doesn't do him justice) probably 18 inchers if he ever cared to pum up.

Every measurement of his was tiny. That said, you wouldn't have lasted 5 seconds in the round with Ali PRE-1980.

-Ali 2 inches taller in height

fingertip to finger tip is normally your height or thereabouts

three times around your forehead is your height as well   ;)
