Changing ACA was a requirement for any predecessor who took office after Obama because ACA was a failure - Clinton acknowledged this, Sanders did as well.
The goal of ACA was multifaceted in that it was intended to provide health care for everybody (even people who did not want healthcare) and to reduce costs. No such luck. It was a dream - by a man who never created anything and had a lot of universal one healthcare system backers in his corner who forgot that universal health care works only by restricting care to others.
This new plan does something right - it brings back the FREE MARKET and lets people who want health care buy health care and buy it from other state exchanges or private insurance.
Moreover, this new plan should decrease Medicaid so then it'll be up to the states to prop up their Medicaid system (some states may choose to strengthen their insurance exchanges?).
Healthcare is worse now than it was 8 years ago. When will we find a solution that works? Probably when health insurance companies decide to lower their expectations of profit and take on a bit more risk. For instance, do pregnant woman really need to be classified as a pre-existing condition? Why can't they be forced into a 1-year or 2-year insurance contract or something?
