quite likely the same reason why his government is mostly empty and there have been numerous reports that he is having a very hard time recruiting people for what are normally coveted jobs.

Problem is many people in Washington are part of the swamp. And they'd like to keep it a swamp. Trump needs to bring in people that have zero connections with Washington.
