I don't really understand how it could be considered cruel. It didn't play to any particular "penis like" aspect of the original image. It's just an interesting photoshop.

Presumably, HE is the one who posted the original image. People would have been cruel about his physique, but let's cast our minds back - this is someone who was giving advice to female competitors

I was never a Mower hater, I think his heart was in the right place, but I never thought that image was anything more than a funny photoshop.
