And no, I haven't named a city because there is no city that "blacks" took over...not only I'm from the South so I don't give a rat's ass about any place above the Mason-Dixon line.  But if I had to name two places, then I would say Charlotte, NC or Atlanta, GA.  However, crime rates are due to poverty....not race.  You'll have as much crime from a white trailer park as you would from urban housing project.
