Women wearing white makeup like they're Harley Quinn

I've been seeing it more and more where chicks in their 20's are wearing white makeup like they're Harley Quinn.  Not pure white like a clown but definitely not blending their skin color. Is this some kind of new trend?  A few of the chicks I saw were actually hot, great body and pretty so I'm not sure why they're doing this.  Could just be retarded color blind chicks but I wouldn't put it past being some sort of retarded trend.
