At this point blacks are a sunk cost. The strategy going forward should be to not throw good money after bad. That means government programs need to be discontinued. At that point nature will take its course.

Of the 862 actual murders in Chicago in 2016 the majority were concentrated in 3 main areas, Englewood, West Englewood, and Riverdale.

That's about 66,000 people total, give or take. Maybe throw in Austin and Garfield and call it 100,000 people total with close to 2,000 shootings a year.
