Well In college here is what I dieted on (with no money)
Tuna; The water packed brown stuff
Chicken legs (peel off the skin) boil for 15 minutes to get the fat out, drain, then add spices and pan fry or broil
Protein powder; egg. Its cheap tastes not so good but its affective; will get you by Tuna burgers (mix very well drained can with 1 egg whites and a little pancake mix and make into patties, grill on non stick pan with PAM
Brown rice and pasta
I never spend much money on food, but I was ripped and big for 4 years eating that and ONLY that
